Port authority – NY airports community roundtable invite

Dear Airport Stakeholder:

At the last meeting to establish the NY Airports Community Roundtable held on November 20, 2014 at York College, it became very clear that resolution of the ongoing issue of the makeup of the Roundtable could not be attained among stakeholders. It was also quite clear and widely agreed at the conclusion of the November meeting that this impasse among stakeholders must finally end. The solution voiced by those attending was for the Port Authority to take the initiative and make the decisions on one roundtable or two, and who has voting status, so that the stalemate would be broken and stakeholders could begin addressing noise issues.

After extensive outreach to stakeholders in Queens, Brooklyn, the Bronx, and Nassau, the Port Authority believes it is presenting a roundtable format and voting structure that will be effective in ensuring that all airport noise issues pertinent to the communities affected by JFK and LGA Airports can be addressed. The solution the Port Authority has reached, based on this extensive outreach effort and dialogue with stakeholders in these areas, is that there will be one New York Airports Community Roundtable with two distinct Airport Committees: one for JFK, and the other for LaGuardia . The specifics are as follows:

New York Airports Community Roundtable

The New York Airports Community Roundtable (NYACR) will be the combined membership of two Airport Committees – one for LGA and one for JFK. The attached lists indicate representation for each Airport Committee. Each Airport Committee will have 32 voting members, with representative geographic coverage of communities affected by the airport.

The combined membership will vote for a NYACR Executive Committee (Chair, Co­ Chair, Secretary). The first order of business the Executive Committee would undertake is to formulate and approve the NYACR By-Laws. A vote for adoption of the By.,Laws by the 32 members (or their designated representatives) of each of the individual Airport Committees (lists attached) will then follow. Ifa member is on both Airport Committees, they will have two votes.

It is anticipated that the approved By-Laws will have the NYACR Executive Committee meet, at a minimum, on a quarterly basis.

THE PORTAIRHORrrY OF NY& NJ

The Port Authority and the FAA will attend meetings of each Airport Committee and the NYACR Executive Committee, and serve in an advisory capacity, but will not be voting members.

LaGuardia and JFK Airport Committees

Each Airport Committee will establish its own leadership format, subcommittees, agenda, work plan, and meetings schedule.

Pending finalization of the By-Laws, it is envisioned that each Airport Committee will report out (or raise new) issues specific to its airport at the NYACR Executive Committee quarterly meetings – or on an as-needed basis. The LGA and JFK Airport Committees, at a minimum, would also meet on a quarterly basis prior to the NYACR Executive Committee meeting.

It will be up to the NYACR Executive Committee to determine responses/courses of action brought to its attention by an Airport Committee. It is anticipated that the by-laws will reflect this.
The next meeting will be held on Tuesday, April 7 at 6:30pm at York College. At that meeting, members of the Airport Committees (see attached list) will begin the discussion of formulating the NYACR Executive Committee, and set an agenda to move forward. We look forward to seeing you there.
